morning on the bay bridge, caltrans doesn't think waits caused by lane adjustments made over the weekend. the back up heading into san francisco stretched well past mcarthur maze, and the jam disappeared beyond metering lights, caltrans says several things contributed, people getting back from a long holiday weekend, there is a stall and an electrical issue all added up to gridlock. >> cause of the cycle, slower than we would have had seeing that much traffic. we had to take lights and put them on manual to get traffic cleared faster. >> caltrans says the problem with the lights had been fixed and at least should not contribute to any back up problems during the morn's commute but it is an adjustment coming through that area, you're used to seeing a wide expanse that is narrow now. >> it and was gorgeous out there once fog moved out this morning. >> warm and sunny skies. here is spencer christian. >> the fog lifted and warmed up nicely.

a plan to build a new sanctuary for a religion is being met with strong opposition. the board of supervisors held a meeting to address concerns. abc 7 joins us live from the site of the existing church near walnut creek. laura? >> yes. this is the building behind me
